Add 2 tablespoons of queso to the center, then layer with 1/2 cup of taco meat. Place a flour tortilla on a clean surface. Drain the excess grease, then stir in taco seasoning and water. Cook and crumble the beef until no longer pink. Heat a large skillet over medium-high heat.
